Canada’s Merchant Fleet: A Strategic Asset for Economic Sovereignty

[Opinion Letter] The annual general meeting held this spring was an opportunity to take stock of a landmark year for the St. Lawrence Ship Operators. It confirmed the essential role of our association in representing, convening, and promoting domestic marine shipping — and laid the groundwork for a 2026 that promises to be equally significant.

Against a backdrop of supply chain transformation, energy transition, labour shortages, and growing pressure on infrastructure, the St. Lawrence Ship Operators have pursued their work with a clear ambition: to have the collective strength of our members recognized, along with the strategic contribution of the St. Lawrence to the economies of Quebec and Canada.

Our association has grown. It has strengthened its membership, engaged more partners, and built greater capacity for action. This progress reflects the confidence you place in us, as well as the need — more pressing than ever — for a strong, structured, and credible voice to defend the interests of domestic marine shipping.

The current context makes that need even more apparent. The federal government has launched several major consultations to which we intend to contribute actively. The Employment and Social Development Canada consultation, Building a Strong Canada for Everyone, Powered by Canadian Workers, gives us the opportunity to demonstrate that there is a significant public interest in better managing the impacts of prolonged labour disputes at critical transportation infrastructure, within a balanced and credible labour relations framework for all parties. The Transport Canada consultation, Strengthening Canadian Economic Unity Through Trade and Transportation, invites us to make the case for the St. Lawrence as an indispensable commercial corridor — a national asset too often underestimated.

These forums are part of a broader commitment: that of an association that does not simply react, but takes its place where the policies shaping the future of our sector are being forged.

Marine shipping remains central to the flow of trade, regional development, and business competitiveness. In 2026, we intend to carry that message further than ever.

I thank each and every one of you for your commitment and your trust. Together, we are preparing for a milestone: the 90th anniversary of the Armateurs du Saint-Laurent and a new phase of leadership for the sector.
